A lawyer friend suggested the City Council knows Benicia will be sued by Valero if they ultimately reject the project. Primary reason is the mayor, Patterson I believe, made public statements a year or so ago, showing bias against the project which might be considered to have contaminated the process. I checked around the internet and found a few things she said publicly that were not very smart. To me she seems to be against fossil fuels.
