Back in the days, some (not to many) SP diesels used to have 2 whistle cords coming down from the roof, tied to the control stand. One you could pull with all your might and the whistle wasn't very loud but you could hear it. The other cord was like the rest, full on.
Im sure there is a way to install a choke with another button to push to give it the old "Town Horn-Country Horn" deal that Fiat? used in car ads in the 60s. Next, try a better horn You want people to pay attention, not crack their ear drums.
The commutes had "worked over" valves and you could regulate them yourself with a little practice. Had an old 3000 on the Orland turn once out of Redding and it still had its "Commuter Tooter" and old style valve. It got a lot of people to turn around and look twice as went.
