In all fairness to the homeowner there is a big difference between a freight train going by a couple of times a day and a commuter operation. If the NWP ran a freight past the house at 5:00 am you can easily go back to sleep knowing that it won't return for hours. With a commuter he will have how many minutes before the next train wakes him? Personally I wouldn't be happy either - especially since the technology and ability to create quiet zones exist.
