To answer the original question: Yes a new firebox can be put in the boiler. It would be best to use welded construction with riveted mud ring. The current code does not prevent you from using welding in this instance. The crown bars are a pain in the rear but can be dealt with. The code allows the fire box to be put in in little pieces provided the welding is appropriate. The fact that it is a stayed surface allows a lot of lee way. Contact any good boiler repair house and they can direct you in the project or contact any good railroad shop. Do most of the work yourself to save money.
