This is typical "feel good" legislation, that actually does nothing real. There is no state funding involved in the terminal that I've heard. So, if you don't stop, I'll piss in my pants, is the net legal effect of this statute.......
The fact that China burning much cleaner US coal will be a significant short term net CO2 reduction, and a major reduction in particulates and NOx which actually ride the jet stream to CA, is irrelevant to the "true believer".... With this defective mindset, it must be remembered that the "perfect" solution must always be the eternal enemy of the merely "good" solution......
So the only thing that will be funnier than this useless piece of political pandering to the anti-vaxxers and other useless pseudo science spouting wankers on the "left", will be the reactions posted from the opposite end of the "goofy spectrum", by the equally ignorant anti-science prattling, coming from right wing "coal heads", who are just as useless and ineffective in solving any of our real problems, as this useless piece of "legislation" will be.
