This will be interesting.
Will the concessionaire be responsible for drunks urinating all over the bathrooms, or vomiting on the seats.....? And, would there be a sufficient demand to provide this concession profitably?
I'm dubious about the concessionaire economics on a system like this. Some countries do use drink carts like on Airlines, and those small RR sized cans of beer, to limit clean up.
Based on my experience with things like the "cleanliness and hygiene" issues, and potential for complaints about that, the (high) likelihood of unruly (unsafe) drunken behavior, and resultant liability, I would not recommend this approach.....
Some carriers do allow "carry on" and I've been on a few fun filled "on-board" parties (retirements and birthdays mostly) on ML over the years. But most bus and rail transit properties, except for long distance Amtrak, don't even allow that, primarily for the very real safety and liability concerns.
