Graham that exemption, according to other sources I just looked at, applies "only" to applicable "for hire" buses, limos, party vans, and the living areas of campers or RV's, and is consistent with Federal laws, on state funding requirements regarding open containers in a "highway" vehicle. It don't apply to public transit buses.

Public consumption of alcohol, on a transit buses is not permitted under Federal laws, pertaining to eligibility to receive Federal funds, specific local laws prohibiting it, and agency policies, making all alcohol consumption illegal, on all "public" transit buses, in CA.

"Rail vehicles" are specifically exempted, in the Federal rules, however.
