Max,
I thought that the "toot-toot" (two shorts) when starting a forward movement was international, hell I've even heard Thomas do it.... Needless to say "whistle signals" and "communications" signals using whistles or horns is not much used anymore. There's just not much need anymore to whistle in a flagman, in the age of radio communications.
That is except when starting to make a forward movement, or making a backward movement, along with the bell, which is kind of like the streetcar bell, as it is used to warn of imminent movement.
