SMART is under FRA jurisdiction, so presumably normal railroad rules apply. That said, some systems do things a bit differently, or mount horns where they are technically OK but don't "carry" as far (e.g. Metrolink with horns that aren't up on top as on freight diesels and Amtrak).
Does Caltrain use the standard horn signals everywhere, or are there quiet zones, and perhaps terminal rules allowing/requiring bells only? Bells on trains indicating ready to move and low-speed movement are essentially similar (though much easier on the ears) in purpose to backup beepers or those constant beepers when forklifts and the like are in use.
