The ownership question was well-reviewed in a previous thread.
Doesn't need a reason; it just is, based on where the boundaries were drawn when it was all acquired from SP. SMART ended up with right of way ownership of everything from Cloverdale south, including the line through Schellville which is NWP/SMART's only connection to the national rail system, subject to a freight easement (an easement is, in fact, property that SMART cannot easily extinguish) for NCRA which is assigned by them to whoever they grant a contract for operating it; currently NWP.
Now back to your regularly scheduled speculation and trash talk regarding the LPG cars situation.
