This is about an important issue of a freight railroad helping move interstate commerce and a public agency, which has made life quite difficult for what they refer to as "our freight operator" with switches and spurs and operating windows, trying to exercise control over the freight operation in a new way.
It's not about ARK's sad and pathetic vendetta with the NWP.
Also, SMART owns Healdsburg south. NCRA owns north of Healdsburg. Don't know the mile post number that marks this off.
The public agencies that bought the NWP back in the 90's in a couple of pieces bought everything they could right up to the tracks leased to the Cal Northern because it is their connection to the national rail system. Later, as Jeff More explains, the NWP south end was parcelled out to the SMART commuter operation and the NCRA. They probably gave SMART the Schellville branch because 1) national rail system connection and 2) it is a possible future commute line connecting to Amtrak at Suisun and running near Sonoma, Vallejo, and Napa.
SMART also has a policy of buying up more tracks if they come up for sale. So if Cal Northern ever ditches its Fairfield sub SMART might look to take that over. Look, not neccessarily do it.
