There is no reason to routinely blow horns for each and every crossing. If there are gates and lights the horn need not be required except in an emergency. Last centurys rules today - that's railroading today.

Some jurisdictions get it right from the start. Austin TX Red Line is a continuous quiet zone from end to end. It was designed that way. No reason SMART can't be that way too.
