I thought I had heard that SMART installed some of the "hard" stuff for quiet-zone crossings when doing their general upgrade work. More work of course needs to be done, further upgrading the crossing gates/signals and probably some street work leading up to the crossings. Plus of course cubic miles of paperwork. But Novato and the others should not be starting from scratch. Question is, of course, whether they're properly estimating the cost of what's left to do, which isn't trivial.
