A locomotive today is just as capable of killing people as it was a century ago. FRA specifies what type of crossing gates are required for quite zones. Most existing gates do not meet quiet zone gate requirements. They would require VERY expensive modifications. Quiet zones require a horn located at each crossing. They are not as loud as the horns on locomotives but they are far from silent. Multiply the number of grade crossings in Novato by several hundred thousand dollars each and you are talking serious money. Those people talking about quiet zones have not said who would pay for establishing quiet zones.
