I believe that the IJ's reference to the 10K is the cost of their part of the liability insurance to cover the line from Novato to San Rafael. Also IIRC Novato gave up on the quiet zones due to the cost to the city and the fact that the city would assume the liability and hold harmless the RR (SMART now at the time NWP/NCRA).

Perhaps someone found some FED monies to pay for the crossing equipment.
