Cumbries and Toltec uses them on a daily basis, that is when they run in the summer months. All westbound trains that come down the 4% grade from Chama (New Mexico) to Cumbries Pass (Colorado) stop at the top of the pass, water the locomotive and turn on the retarders. I know that every steam powered train does this, but I'm not sure if they do retarders when they are running a diesel powered train, which is usually only work trains.
