In my day, it depended on the territory, the grades, tonnage per operative brake, and the number of units with operable dynamic brakes. Special Instructions usually specified these locations and conditions.
There are no dynamic brakes on the C&T, with some serious gradient, so that doesn't really surprise me.
Retainers aren't really used as much as they used to be for things like really heavy beet trains on Beaumont, and the like.
