You have some good thoughts in the other thread about improving the SMART-ferry connection at Larkspur. Eventually, something like that will probably be done; it's just too expensive to do in the startup phase. Extending to Sausalito, though, would need a whole new railroad, and the Sausalito ferry terminal is not suitable for large crowds and doesn't have apace to expand.

Also, you don't understand "condemnation." You seem to think that it means taking land for practically nothing. Not so. It's the process mandated in the Constitution for taking private land for public use, with FAIR compensation. Condemnation requires payment of market value, not "pennies," and is the last resort when acquiring land for a public project because it's usually the most expensive way to get it. It requires going to court, which further adds cost. And condemnation is only for acquiring PRIVATE property; it's undefined with respect to one public agency taking another's property.
