Good Questions! I wish that I had answers but at this time I do not. You are right about that sharp curve at the end of track where the loads are spotted. Fortunately there is a straight track where the long cars can be spotted.

WSDOT and Spokane county will be hosting an Informational Open House on Monday, July 21st from 5:00 - 7:00 p.m. at Sunset Elementary School in Airway Heights (Spokane).

Spokane County finalized the purchase of the right of way in March 2008 and has advertised for construction. Bids closed in May 2008.

Construction will began in June 2008.

This school is at 12824 W 12th Ave in Airway Heights WA. 12th is two blocks NORTH of highway 2. The school is at the corner of S Lawson St and W 12th Ave, at the SE corner of Sunset Park.
Lawson St is about 1/2 mile West of Hayford Rd. Here is the Google link:
