I think one could safely say that whatever Sierra Pacific does wouldn't be based on the presence of the railroad. As for bringing industry to Burney - What industry? Weed is served by two railroads. Corporations aren't exactly lining up to set up shop there, either.
Pretty much very county in the north part of the State is in economic decline. Their best bet is to lobby for a prison. Incarceration seems to be the only growth industry left in California. At least nobody has found a way to outsource it to China or India (yet).
And just where do the Navajo fit into your lament about Burney? Last time I looked, the Big Rez was in Arizona and New Mexico...
