I think they are trying anything and everything to cover their asses. As I have stated before, maybe this GM knows where to get money but he can't run a railroad. That goes for equipment and operation.
Bob2 could be right as far as bad SMART management is exposed later, down the road to ruin . A good question, why does a public agency want to keep things secret????? Maybe to give the overpaid management time to make enough money for themselves and run. Oh, it would be legal of course. Just like the money the GM is paid by his "old" and "new" job.
Makes me think back to the Penn-Central merger. Running the same train in a 900 mile circle, day after day after day because they didn't know what to do with it. The operating department was told to just do it, don't question management.
