From my very brief review of the proceedings, the secrecy issue discussed appears to be related more or less directly to the issue of waybills for the movement of the LPG cars filed into the official record, NWP/NCRA and SMART both filed requests for protective orders to prevent disclosure of sensitive information on the bills, and the STB approved SMART's and denied NWP/NCRAs.

I might have missed something though.
