I have not seen the $700 million figure, however, I have seen $250 to $350 million to "do it right"
i.e, do the necessary geotechnical engineering to prevent slides and repair the sinks. In some areas a complete line change would be done to prevent some of the problems NOT corrected by Morrison-Knudsen repair of the Eel River after the 1964 flood. The V.P. on the NWP, C.E Neal
also a former SP Dist. Engineer narrated a film done by SP as they flew through the Canyon after the flood. In his narration he says "we will do a line change here" and other such words when describing some of the damage. You still get the film. Its titled "177 days".
