Steam tenders/watering

I've just finished reading John R. Signor's LA&SL book, and am wondering about watering stops. I find it curious as to why auxillary tenders or tank cars of boiler water/fuel oil were not added behind an engines' tender for the long trip across the desert- that which had costly watering stops of predominantly poor water. It seems ultimately UP added diesels as early as possible to eliminate the watering/fuel problem.

Certainly, I'm not the only one who has wondered such an idea. Any takers?
