You are correct. CORP’s embargo was and is not illegal. But (there's always a"but"), CORP has a common carrier obligation to provide service on the Coos Bay Line. That's an obligation which will not go away simply because the railroad ignores it. The carrier must either act expeditiously to remedy the cause of the embargo or, if it can’t fix the problems, abandon (or discontinue service) on the line. CORP was on the verge of being served with an STB order to reopen the line.
