The problem is that most ISPs assign addresses randomly. All you have to do change the one you've been assigned is to turn off your modem (dial-up, DSL, etc.) and turn it back on after about 15-30 seconds.

I'm not so sure censorship is a good idea. TrainOdors has become very dull and monotonous because of it (it's also become very difficult to correct urban legends and fake RR news there too). Just about all of the political posts and brickbats are inane, to put it politely, and the easiest way to avoid them is not click on them. The blowhards always run out of hot air (never mind original ideas), and then things return to normal.
