The primary purposes of Caltrain electrification is to decrease travel time, serve the future Downtown Extension (which was a Caltrain project LONG before CAHSR), and as part of a plan to dramatically increase service to BART-like levels.

Unlike the failing Metrolink, Caltrain is far over capacity and is unable to serve current demand. So, it is a lot more than just some kind of luxury for us spoiled Northern Californians.
