Yes, David, we have been looking at this since the 80's. I've even reviewed at least four of five variations of those proposals. All went nowhere until recently, for the same reasons, there was no clear benefit, at that time for the costs. I agree that there are operational benefits and possible marginal speed increases from electrification, but these are marginal to overall capacity, at proposed future operating levels. There are also capacity and operationl benefits from four tracking that dwarf those of electification.
Read what I said, not what you think I said. I said that electrification would not kill Caltrain, and that many diesel powered corridors easily could handle those volumes without electrification, and linking it to CHSRA access via the Caltrain corridor has been a critical driver, as a justification for this funding. I have no particular aversion to electrification of Caltrain using that justification, it would be virtually the only HSR funds spent, thus far, on anything of merit.
I just think of the extra billion of taxpayer fund being spent on HSR, as we have inadequate funds to even add those two Monterey Capitol extension, is doing so without any regard to efficient delivery of services to the taxpayers I used to work for......
