HSR should be dead, the benefit to the project was to eliminate the SF-LA commuter airline traffic and relieve the load on the airports, provide a pleasant manner of moving large amounts of folks between those downtown areas and reduce pollution associated from aircraft, and rental cars.
IIRC the French proposed the first HSR for California (I don't consider the Italian DMU coast route proposal in the 1930s the same)and it followed I5 for the entire route. Politicians wanted a commuter service from the valley cites to SAC, LA and SF areas and that's what they are trying to build. Perhaps if they wanted to have HSR and started with the SF-LA direct leg it would be operating today.
Also, did not Harriman want to ring the bay area with electric commuter service at one time?
