Starting in noplace land is a typical trick for the incompetents
Gee we pissed away billions on nothing so we GOTTA piss away mega billions so it will go someplace, anyplace, any place at all. Or else we'll have wasted billions- No @#$%& sherlock, you have wasted billions.
How about we just tidy it up now with firing squads and prison terms
Here's an idea- start with a viable plan and credible estimate
