I don't have any information on this, but the whole idea of rebuilding the MILW Ellensburg to Lind line segment doesn't make any sense to me. Why would you choose a mountain grade over a basically water level route? Why rebuild a line when there is a perfectly fine line (the ex NP/WCRC) that was recently rehabbed? Even if there were capacity constraints at some point (such as the Columbia River bridge) it seems vastly cheaper to add capacity there than rebuild an entire line.
