All the orange clothing comes from the Interstate Highway and road construction trades as the FRA was not innovative enough to come up with their own standards. The radio rules have evolved from (again) the FEDS and the industry but you'll note the railroads have the ONLY business band(private)radio system that is regulated to the extent that theirs is.Most everything that the FEDS do no matter not which agency are the result of heavy lobbying by lobbyist's that get paid big bucks to bend the ears of politicians. And for some reason you'll note that going in a poor Congressman and coming out rich IS NO accident.
