I believe........when UP merged with SP the land grant ROW not being used for railroad purposes and other lands granted to CP reverted to public domain. That's how Niles Canyon evolved, I believe through East Bay Regional Parks. BLM in Carson City had a transition office to deal with merger lands in Nevada for sometime.
