Possibly the wet winter allowed for more local forage-feed production. As everything dries out maybe there will be need for importing more.

But you have to ask what was the dynamic, the changes that caused the SP to spin off what was once a very profitable line. Those forces are still in place, maybe even stronger. Most of Northbay business is more suited to truck transport than rail. And the area is much pricier and ever more urbanized-gentrified than when the SP decided to get out.
