This would appear to be the Sunset (Chinatown) north end of the Hill Street tunnel, facing north, where it went on to Sunset. And, yes LARY and PE shared many streets with dual gauge 42 inch LARY and PE standard gauge tracks in downtown LA.
I believe further up you can see LARY NG tracks going up Hill to where "New" Chinatown is today. And, that appears to be possibly be an Echo Park Birney car that just came off of Sunset, heading south.....
This location today would be where Hill Street makes a jog south of Chinatown, and goes up that now lowered hill, and over the Hollywood Fwy., approaching Temple going south. High rises didn't take this part out, but today it is high density housing and the "entrance" to Chinatown.
