On your questions...without seeing things like limited liability corporation member lists, my guess would be the mine and railroad are sister corporations under common ownership rather than one being a subsidiary of the other, though that sort of arrangement is not unheard of or uncommon in the shortline railroad world. And yes, High Desert Rails on Trainweb is mine.
