Not bogus. It's coming from management but there are apparently some folks who work for the railroad who don't know and are denying it. We'll see. The state is contributing money to the UP to get Donner Pass back to being efficient and the hopeful story is that they will be putting the tracks back in through the old line so that they can lower the floor of tunnel 41 for triple stacks. The story is that they'll leave the old line in, use it when they need to but in winter, not keep it plowed. What's hoped for next is that Amtrak will be able to run another train to Reno and back.
