While it is easy to criticize Moyers, SP was in in critical financial condition and Overland Route traffic had dropped significantly after the UP merged with WP and MP. The track condition of the Sunset (where traffic remained plentiful) was poor and rail whas available over Donner. Was it smarter to spend scarce dollars on new steel or did he do the right thing by using existing/underutilized rail?
