If they have any "C" cars, this will have only a marginal
impact on total ridership because most trains are have few
riders.

It could make a small difference on the few peak hour trains
where there are lots of bikers taking up spaces.

That is, if they have any C cars. As I recall, they were
going to purchase these with cap/trade funds, but then changed
their minds and bought a/b cars.
