It's partly fleet size and partly single track. They only have seven trainsets. And have chosen to only run four trainsets per day, keeping three in reserve. Running five doesn't work apparently, and running six would mean only one back up train.

To provide full commute service on half hour headways they neeed to operate six trains. The first train to leave the Airport station would make it back to the airport and meet the sixth train which would then leave. Then the first train would leave half an hour later as the seventh train.

With four trains running now, there is a 1.5 hour gap before that first train can get back to the Airport and turn around.
