I suggest you who wonder download the documents from the Philadelphia accident to see the amount of data and the number of people/disciplines involved.
EVERYTHING gets looked at, then cross checked.
And components that can be salvaged get tested- if not testable, new components are tested under what is determined, after digestion of all the other reports, to be the conditions at the time of the incident. All those conditions are specified in the findings as well.
One may also recall the fatal incident near Fallon NV in which a trucker crashed into the side of #5. The investigation focussed quickly on the probable cause and that turned out to be the conclusion, but one investigator filed a dissent- Not to the conclusion but because the report did not present and discuss all the information.
One also may recall UP was sued and the plaintiffs' scumbag shysters accused UP, in the press of course, of removing important evidence for the highway signals.
