So a business gets to keep something that makes money and is not run at a loss, how novel an idea. If a rail line does not have enough traffic to pay the bills and a state government wants to keep the line and spend taxpayers money to support a money losing operation then so be it, with almost 300 miles of track and around 3000 cars that 10 cars to the mile well short of being able to pay to keep the track up and pay for fuel and labor, insurance and equipment so the state will need to pay a subsidy of some type to whoever the new operator may be.
