Sounds to me like it's a small town with a potential liability issue that has come up with a simple way of making it go away at no expense to them. As far as the $25,000 goes, that wouldn't go very far in remodeling the area once the equipment is gone. I did a backyard remodel and spent close to $10,000 with a paver patio and resodded lawn. It's amazing how fast things add up. Personally I hope the Mt Tam group gets it. The history of the Mt Tamalpais Railway is pretty facinating and the locomotive will be seen by a lot more people there.
