With the UP, they don't want anybody to take away from their thunder of steam on their rails.

As far as using UP rails in Portland, its called trackage rights.

As I said before, they would have to go thru MofW records to see if any curves had been moved after the steamers were gone. I know Cantera was and the 49 had a 10 mph slow order around it.
I don't know what difference the 49 and a Mallet would be around a stated curve degree or elevation. Signals have been moved, switches have been replaced, a lot of changes in the last 60 some odd years.

I agree, it would be nice but don't hold your breath.
