This sounds like a rehashed SP and UP feud about access to the NUMMI auto factory back in the early 1980's.

BNSF wasn't around back in the NUMMI plant started production and Santa Fe never served GM or NUMMI in Fremont via trackage rights on SP. BNSF doesn't have access now either and UP's not going to give trackage rights without getting something in return. That's the way it works.

Not saying the story is completely wrong but it sounds suspect.
