Your missing what is happening here. Yes the feds can replace signals and implement PTC. They don't want too. Republican belief is the tax payer shouldn't pay for anything. The goal is to kill Amtrak, this PTC issue is just an excuses being used. After the bus bridge is in place, ridership will drop. Then the Southwest Chef can be canceled with little protest because no one likes ridding it anymore.
