Capdiamont brings up a good point - how can I say the Sonoma-Sf commute is in decline and still say that a successful rail transit in the North Bay has to go to San Francisco. The answer is that the 9-5 commute is falling off significantly but there is a considerable all day traffic to the City from the North Bay.
The system I am proposing would be a total replacement for the basic service GGT #80 Santa Rosa-SF bus. Some of the commute buses could also be replaced because the rail service would offer comparable travel times but much more reliably.
IMHO GGT should operate SMART. This is the best way to get the foot in the door as far as eventual operation on the GG Bridge is concerned. GGT is quite capable of moving up to rail operations and this would make coordination of services so much easier.
We are talking about an investment for the 21st and 22nd centuries. I suggest that even the freeway crowd can be brought around once a start-up system is in place, even if it has to be limited to Sonoma County initially.
