Regardless of who runs the trains, UP wants someone to pay for the track and CTC upgrades they demand for the coast line between Gilroy and Salinas. And even if someone would double track it, things would bottleneck at the Elkhorn Slough where no double track would ever be allowed. Nothing is ever simple.
