My understanding of the Centralia Power Plant issue is; the new owners wanted to expand the on - site open pit coal mine, but the conditions tied to the permit were too much for the value of the coal that remained. So they burn PRB coal instead, with the smoke often obscuring Mt. Rainier as it blows to the East.
BTW, the mine was originally developed by Union Pacific for locomotive coal, & was known as Hannaford.
