Politics mostly. I would think that certain folks would raise a stink if any such enterprise was located over the Rathdrum Prairie - remember all the hubbub over the BNSF refueling depot?

The Sandpoint area would be even worse I presume, since they're all "cultural" now, seemingly prefering art galleries and boutiques to saw mills and heavy manufacturing.

Bonner's Ferry is still fairly blue collar, and thus should be more welcoming to industrial proposals.

All three areas have competitive rail access with BNSF and UP, and the main natural gas pipeline from Canada runs through those areas.
